Special Call for Papers: Contracting, Procurement and Supply in Health Care Innovation

We invite submission to a special issue of Journal of Strategic and Negotiation (JSCAN) dedicated to studies on contracting, procurement and supply in health innovation. Focusing on contracting and procurement, this special issue will aim engage scholars on the subject and provide a much-needed theoretical underpinning of the concepts. Contracting and procurement routinely affects innovation which in literature has gained traction in recent years, but a stronger focus is required to explore the micro-level perspective and dynamics during the process (Uyarra et al., 2020). The underlying mechanism through which contacting, and procurement are linked to innovation is under-theorized in the literature (Uyarra et al., 2017). Besides the paucity in research, there is a growing need to explore the deeper issues and complexities which goes beyond just matching the recognised needs with established capacity (Bleda and Chicot, 2020). In addressing some of the issues around contracting and procurement, we welcome theoretical as well as empirical contributions. We particularly encourage papers that engage critically with the concepts and identify factors which directly or indirectly influence stakeholders' ability to innovate in healthcare system.
Themes that will be considered-for either empirical, methodological or theoretical contributions-include, but are not limited to:
- What is the impact of contracting, procurement and supply on innovation polices in healthcare system?
- How does contracting and procurement counteract market and systematic failures enabling or hindering healthcare innovation?
- To what extent procurement can offset failures and inefficiency by facilitating interaction (between users and potential suppliers) and articulating the unfulfilled needs of the health market?
- What are those specific conditions or mechanisms within contracting, procurement and supply chain encouraging or hindering healthcare innovation?
- There are a range of practices and procedure involved in the process which ultimately feeds into policy design, but the question remains as how and what are those conditions that is experienced by different stakeholders within the healthcare ecosystem? What are those barriers to implementation mostly overlooked in the literature?
- What are the values of trusted relationships in the pursuit of long-term beneficial objectives which can be a way of combining complimentary assets, resources and capabilities?
- What possibly could be the factors behind long-term sustainability of collaborative innovation ecosystem and how much is it about involving the patient medical communities?
- How are procurement and contracting cycles formulated and implemented in a complex multi-stakeholder relationship?
- How are relationships governed through co-evolution of strategic intellectual property rights (IP) management and innovation ecosystem?
- How are complex innovation setting regulated and governed in order to protect or expose supply chain stakeholders to risks and opportunities?
- What are the implications of using traditional procurement methods and combining it with new flexible forecasts and simplified tendering process?
- How is outsourcing negotiated in line with traditional rigidity of public funded organisation?
Submission Process
Authors can submit their manuscripts starting now until the end of April 2021 online via https://mc.manuscriptcentral.com/jscan. To ensure that all manuscripts are correctly identified for consideration for this Special Issue, it is important that authors select "SI: Contracting, Procurement and Supply in Healthcare Innovation" step in the submission process. Manuscripts should be prepared in accordance with Journal of Strategic Contracting and Negotiation (JSCAN) for Authors available on the journal web page. All submitted manuscripts will be subject to JSCAN blind review process.
