For those of you who expressed an interest in the posting about strategy/policy as capstone, there is an interesting article published in 2003 related to this discussion. See Greiner, Bhambri and Cummings, "Searching for a Strategy for Teaching Strategy," Academy of Management Learning and Education, 2(4), 2003. Although focused on MBA programs, it addresses some of my concerns about integration, theory and pedagogical approaches. If you know of more recent research, perhaps you could share on the BPS Listserv.
