A role play exercise that a colleague used many years ago was very effective but it may be too simplistic for your situation. Nevertheless, some may be able to use it.
Have a handful of participants play musical chairs in the typical way: one loses each round until there is one winner and the rest losers (make a point of 'loser').
Then, when they think it is over, have them play again, only this time all must sit down. After each round, remove a chair as usual, but all must sit when the music stops. Eventually, all must find a way to sit on one chair (in laps, etc.).
Cooperation during a period of dwindling resources. Win-win.
It was an aha moment when I first saw it and for others when I used it in an undergraduate strategy course.

Subject: Role PLay Exercise
I am looking for a role play exercise I can use with execs. Ideally it would involve a conflict/problem across different organizational units (maybe a transfer pricing problem?). Role play participants would be required to negotiate an outcome that involves collaboration and thinking about a solution that is good for the entire organization (i.e. get people out of their silos).
