    THE END OF ZERO RISK REGULATION:
    RISK TOLERATION IN REGULATORY PRACTICE


    to be held at Peterhouse College, University of Cambridge on 12 September 2007
    (with optional pre-conference dinner on the evening of 11 September 2007)

     

    The objective of this conference is to explore the implications for regulators, inspectors and other regulatory actors of changes to the way that risk is considered within regulatory regimes. Recent reviews of regulation have concluded that the aspiration of zero risk - risk elimination - is undesirable as well as unattainable. Over-burdensome regulations and regulatory creep not only stifle innovation but also undermine our sense of community and responsibility, so encouraging the blame culture. Government agencies, whilst maintaining essential protections, are urged to make clear to the public the limits of regulation beyond which the individual has to accept responsibility. This notion raises many questions. For example, how will regulators, regulatees and indeed, the public, respond? How is this new approach to be operationalized? Is co-regulation the answer? How are risk tolerant standards to be devised and how will they be understood? How will living with risk affect current compliance methodologies, and mechanisms such as 'comply or explain?' Our aim is to foster discussion and an exchange of ideas on such questions between regulation practitioners on the one hand, and academics from disciplines such as politics, law, sociology and regulation studies on the other.


    Call for papers
    We invite empirical and theoretical papers that contribute to improved understandings of all aspects of risk-tolerant regulation. Papers will be welcomed from practitioners, established academics and PhD students interested in regulation. Please email your abstract of up to 500 words to enquiries@cbr.cam.ac.uk by 09 July 2007. Those selected for inclusion will be notified in late July 2007 with final papers and presentation slides due by 31 August 2007.


    Fees
    The fees include conference facilities and light refreshments (tea/coffee/light lunch). There will be an opportunity to meet up with colleagues and network at the pre-conference dinner (charged separately) on the evening of 11 September 2007 at Peterhouse College, University of Cambridge. The conference itself will take place there on 12 September 2007.

    Venue
    Peterhouse is the oldest of the Cambridge colleges, founded in 1284 on its current site. Conveniently located in the centre of Cambridge, the College's historic buildings are set in 5 acres of tranquil gardens.
