Dear colleagues,
I am currently collecting practices of R&BD, in particular the following two subjects:
1. Some private companies (licensees) that made licensing contact with universities or national labs (licensers) have failed to successfully commercialize licensed technologies. In those cases, licensers might be able to do follow-up R&D for licensees. Is there anyone who know about those practices? You could just let me the names of licensees or licensers, or relevant papers.
2. When private firms or public sectors (NSF, TRB, etc.) make a R&D decision, they would consider financial (e.g. return on investment), political or institutional (e.g. existing law and regulations), economic (e.g. subsidy or tax credit), and so on. Yet, what I am interested in is their consideration of technological feasibility. Is there anyone who know about practices of measuring technological feasibility, or R&D decision process in terms of technology?
